Lip Piercing Questions and Help?

If my mom agrees which I hope she does I need some help on a lip piercing. I live in Pennsylvania, Wilkes-Barre kind of and I was wondering where can I get it pierced? Like a tattoo shop? But I don't know where any are. And how much would it cost? I'm looking for like a rough estimate because I only have twenty-five dollars I think. Please help Thanks ^^
