Should BLACK PEOPLE say THE N-WORD?

I honestly do not like it that black people can say it but white people can't. It just doesn't seem right- although, blacks generally call their black friends the N word like people call their white friends bro- and when whites call blacks the n word, it's usually used as an insult.
